     Sometimes need to be scraped to get the ole flaking paint off first. We will scrape off as much of the flaking and peeling paint as we can so that the new paint will last longer and look cleaner.  Many times we see painted red curb others have done and the flaking paint is still there, it just has a new coat of paint on it.
